City Code is Applicable so THERE IS NOTHING THE COURT CAN DO IN THE CIVIL SIDE OF THIS.  They seize the Dog, premeditated, then place a lien from faked, forced, premeditated Vet Bills. Holding Under Civil Code YET Evidence in a Criminal Case.  Officer Wendy Davis Seized the Animal. Remembering that Judge Mindy Walker RULED Michael Indigent and gave him a FREE ATTORNEY.  

There is a Jumble of Notices by Wendy, though she knows where to find Michael, she is trying to set him up for Abandonment, yet there are incident reports that prove Wendy was in contact with Michael within 24 hours.  Also about the Legal Remedy from the City of Port Townsend, ya know the one send 3 months late and said reasonable amount of time. What a Sham right?
